Sign it and send in your petition!

C.A.R.’s portability initiative will allow senior homeowners to transfer their property tax base from their current residence to a replacement residence located anywhere in California. The measure, if approved by voters, will let thousands of seniors, currently “locked into” their homes by low property tax rates purchase a home that will better suit their needs freeing up housing inventory for young families seeking to buy a home.  According to the California Legislative Analyst's Office, tens of thousands additional homeownership opportunities will occur annually.

This measure is important because seniors, who are often on a fixed income, fear they will not be able to afford a big property tax increase if they sell their existing home and buy another one, discouraging them from ever moving. As a result of this “moving penalty” almost three-quarters of homeowners 55 and older haven’t moved since 2000.

Every member has been mailed a copy of the petition along with a postage paid return envelope. Please read the Signature Gathering Instructions carefully then simply fold the petition and it will fit in the envelope. You can also drop of your petitions at the Santa Clarita or Van Nuys SRAR office.

If you have not received your petition packet from C.A.R., you can pick up petitions at the SRAR offices. If you would like to request a large amount (over 20) please email portability@car.org, with Petiteion Request, in the subject line . Be sure to include your name, NRDS ID and mailing address. Also include how many petitions you would like to receive (each petition holds 5 signatures).

C.A.R. has noticed some of the petitions have been returned with errors. Some have been returned with only the signature page (THE ENTIRE PETITION MUST BE RETURNED INTACT) and others have been returned without the Certification of Circulator fully completed. Please see this video for clear instructions on how to fill out your petition.

Many of you have also asked for a script or talking points that you can use to talk to family, friends and clients about the initiative. Please see our new “Portability Walking Piece” that includes both a script for talking about the measure and instructions for completing the petition.

While it would be helpful to have all signed petitions returned by the end of the year, we know you’re busy. We will be able to accept petitions until the end of February.
